Coal trade is a kind of business activity in which the operator (legal person or natural person) earns price difference and profits by purchasing and reselling coal according to the purchase and sale contract or agreement.
With the continuous expansion of international industrial scale, the demand for coal is increasing. The coal market is a professional purchasing market. Its purchasing scale is characterized by large quantities, and the distribution of buyers is often concentrated, mainly due to trade activities between coal suppliers - intermediate sellers - enterprises in thermal power, building materials, metallurgy and chemical industries. Therefore, coal trade mainly takes place in the communication and cooperation with large quantities of fixed sales groups, with a wide trade area and large demand.
The means of transportation for coal production, sales and transportation are relatively simple, and most of them need long-distance transportation. Domestic trade generally depends on railway transportation, while import and export trade depends on dry bulk carrier transportation. The means of transportation is an important factor affecting the development of coal trade. In recent years, China's coal transportation industry has developed rapidly, with more transportation lines, coal transportation stations set up, and port ships constantly improved. However, coal trade still has a strong dependence on railways, ships, etc.
Recently, the state has introduced a number of policies, such as deepening the reform of resource tax, delegating the power of energy examination and approval, and restricting the import of low calorie and low-quality coal, which will help ease the pressure on the industry. The Opinions on the Key Work of Deepening Economic System Reform in 2013 put forward that the reform of resource tax can promote the reduction and simplification of various coal costs, help reduce the operating costs of coal enterprises, alleviate the difficulties faced by the coal industry, and improve the production capacity of coal enterprises. The Interim Measures for the Quality Management of Commercial Coal (Draft for Comments) is a good constraint for standardizing the quality management of commercial coal and strengthening the import of steam coal in the future. The restriction on the use of low calorie and high sulfur steam coal will help to alleviate the increasingly serious environmental pollution. At the same time, the draft requires that the registered capital of importers should not be less than 50 million yuan, that there should be at least 1 million tons of imports per year from 2010 to 2012, that there should be fixed business premises and adequate storage facilities and places. The qualification requirements of importers have been improved, many small and medium-sized traders have been excluded, or it is not conducive to the balanced development of domestic coal import market trade in the future. However, the control over import coal prices is expected to be unified and improved after coal trade is concentrated in the hands of larger coal traders.
From the perspective of direction, China's coal exports have declined year by year, while coal imports have increased rapidly. China has gradually changed from a coal exporter to a coal importer, and has now become the world's largest coal importer.
From the perspective of import sources, the largest source of China's coal imports is Indonesia. Due to the explosive growth of lignite imports from Indonesia, China imports 120 million tons of coal from Indonesia, accounting for nearly 46% of China's total coal imports; Australia is China's second largest source of coal imports, importing 59.46 million tons of coal from Australia. In recent years, China's coal imports in Indonesia and Australia account for about 60% of the total.

Lian Weiliang, deputy director of the National Development and Reform Commission, said at the 2016 National Coal Trade Fair held in Inner Mongolia that China will further improve the way of contract signing, and encourage coal and power, steel, chemical and other industries to sign long-term contracts that conform to the characteristics of coal products, have a fixed supply and demand relationship, relatively stable quantity, and adjustable price dynamics. Coal enterprises are prohibited from selling coal at a price lower than the cost for the purpose of excluding competitors. The price department will investigate and deal with the dumping of coal at a low price according to law.
At the same time, China will speed up the construction of the coal trading market system, encourage all kinds of coal trading platforms to provide diversified and personalized services such as information, logistics, finance and guarantee for all trading parties, and reduce transaction costs, which not only meet the needs of market entities, but also facilitate government regulation and supervision. Encourage and guide large supply and demand enterprises and transportation enterprises to enter the trading platform and sign annual contracts and medium and long-term contracts.
It is understood that China will also improve the coal emergency reserve mechanism, further promote the construction of the coal emergency reserve system combining the central, local and enterprises, and start the collection, storage, use and subsidy work according to the emergency response level, so as to reduce the cost of emergency reserve as much as possible without affecting the emergency support ability.
According to data survey and statistics, in the first 10 months of this year, the profits of coal enterprises above designated size nationwide decreased by 62% year on year. The overall profit of state-owned coal enterprises turned from 30 billion yuan last year to a loss of 22.3 billion yuan. The accounts receivable of coal enterprises are still increasing, financing difficulties are increasing, capital operation is tight, and downward pressure on the industry is still large.
